SUBJECT: Announcement regarding Attempted Coup

On July 15, 2016, the Turkish government was subject to an attempted coup by a group within the
Turkish army. The Turkish government and the Turkish security forces (including the Turkish army) took control of the situation in a short period of time and the ruling government remained in control. The Bank's operations have not been materially affected by the attempted coup. The Turkish banking system continues to operate under normal conditions and the Bank continues to perform its regular transactions under normal operating procedures. Even though the Turkish economy, the Turkish banking system and the Bank's operations in particular have not been materially affected by the attempted coup, the political circumstances surrounding the attempted coup and its aftermath might have a negative impact on investors' perceptions of Turkey, the strength of the Turkish economy and/or the value and/or market price of an investment in the Notes. On July 20, 2016, the government declared a three month state of emergency in the country, entitling the government to exercise additional powers.
