Ofgem confirms CMP448 decision to speed up connections queue
In October 2025 Ofgem published our minded-to decision to approve the Original
Proposal of CMP448, which would introduce a Progression Commitment Fee
(PCF) to incentivise reassessment of project viability in the Gate 2 connections
queue. This decision follows our consultation analysis, and reflects our view that
the Original Proposal best facilitates the Applicable CUSC Objectives (ACOs)
compared to the status quo, WACM1, and WACM2.
Following consideration of the consultation responses, our view is to approve the
Original Proposal. We believe this approach ensures the greatest incentive for
less viable projects to leave the queue earlier than they otherwise would, hence
creating greater system benefit.
